原因大概有这么两个：
1. USDS 发行量增大，安全缓冲资金太少，官方披露大概只有 50m，不足发行量 1%；
2. 创始人自己说的，宏观防御，担心地缘冲突导致抵押品波动出现坏账。
提案比较中性，不算利好也不算利空。
