不过老罗说的确实没毛病，只是个人或企业擅自搭建、租用未经批准的跨境 VPN 服务，存在法律风险。
但如果企业因正常跨境业务、外贸、研发、国际会议、海外协作等需求国际通信专线或企业 VPN是合法的！
