当地时间31日凌晨，美国政府正式开始部分停摆。此前美国参议院通过了为联邦政府大部分部门提供资金的支出法案，并将该法案提交众议院审议。但由于众议院议员不在华盛顿，且要到周一（2月2日）才能返回，因此参议院的投票无法避免部分政府停摆。
