▸ 现行单档制 → 新增双档分级
等级1：挂单成交量占比≥0.5%
等级2：挂单成交量占比≥1.0%
费率优化方案：
等级1返佣：-0.005%（原基础提升0.002%）
等级2返佣：-0.010%（顶级做市商专属）
执行时间表：
07.14 08:00（UTC+8）：启动新资格审查机制
07.22 08:00（UTC+8）：按周发放返佣（依据前周交易数据）
