在全世界的基层执行机构里面，都充斥了很多“恶人”，可能上面的政策本意是好的，但一旦把权利下发到执行层，这些平时隐藏很好的恶人们就会原形毕露，在“权利”的包庇下展现出他们最丑陋的一面，人性都是通的，美国也不例外。
权利一定要被关在笼子里。
