When people accuse a governor of a state for not able to protect its people I laugh because they don’t have any idea what the fuck they are saying. The person to blame is the President. He is the person in-charge of all security outfits including paramilitary. You can only blame the governor when you push for the National Assembly to pass the state police act. Looking for who to blame then blame the president for his incompetence to secure lives and properties. Governor job is to share money every month. That is how the constitution puts it.
