Spark最新的09提案等于大幅降低了启动回购的门槛，储备金保留从500万降到100万，Target Runway也从24个月降低到12个月，回购比率从10%提升到了25%。 目前Spark SubDAO Proxy中有3000万美金，每年的盈利能力在2000万左右，按照我的估算应该可以超过回购所需的目标值了，什么时候启动? @sparkdotfi
