In the 2000s when I was in high school and college, I used to operate an initiative teaching Chinese culture to adopted Chinese children in New England. One thing that struck me was the demographics. Nearly 50% of the families were Jewish, a third of whom were Annie Leibowitz style lesbians. Education and achievement were huge focuses.
You also had to be pretty wealthy to afford the adoption agency fees. The type of American parents who wanted to adopt Chinese at that time wanted to give them every opportunity and had huge confidence in their abilities. I think these parents could’ve adopted almost any kid and they would have become successful.
